Butylated hydroxytoluene—better known as BHT—has been used for decades to slow oxidation in foods containing fats and oils. In 2026, the U.S. Food and Drug Administration began a new post-market reassessment of the ingredient, bringing renewed attention to cereal, snack, frozen-food, and chewing-gum labels.

An FDA reassessment is not the same as a ban or a finding that an ingredient is unsafe. It means the agency is collecting current information about exposure, toxicology, and authorized uses before reaching a new conclusion.

Here is what BHT does, where you may see it, what regulators have said, and how to make proportionate choices while the review is underway.

What Is BHT?

BHT is a synthetic antioxidant. Its technical name is butylated hydroxytoluene, and it may also appear as E321 or INS 321 outside the United States.

In food, “antioxidant” describes a technological function. BHT helps slow the reaction between oxygen and fats, delaying rancid odors and flavors. That can extend shelf life and help a product remain stable during storage.

FDA's food-substance database lists BHT as an antioxidant and, for some uses, a flavoring agent or adjuvant. The applicable U.S. rules vary by food and use. This is why a single broad statement such as “BHT is permitted at one fixed level in all foods” would be inaccurate.

BHT is closely related in name and function to BHA, or butylated hydroxyanisole, but they are different substances. Product labels sometimes list one, the other, or both.

Which Foods May Contain BHT?

FDA says BHT can be found in products such as:

  • Breakfast cereals
  • Frozen pizza and frozen meals
  • Baking mixes
  • Cookies and other packaged baked goods
  • Chewing gum
  • Some meat products
  • Foods containing fats or oils that need protection from oxidation

The list describes possible uses, not a claim that every product in those categories contains BHT. Formulations change, and many manufacturers use other antioxidants or packaging methods.

To check a specific product, read the ingredient statement. In the United States, look for “BHT” or “butylated hydroxytoluene.” In Europe and other markets that use additive numbers, look for “E321.”

Why Is FDA Reassessing BHT Now?

In May 2026, FDA launched reassessments of BHT and azodicarbonamide as part of a new systematic post-market program for chemicals already in the food supply. The agency requested information about BHT's:

  • Dietary exposure
  • Safety and toxicology
  • Generally Recognized as Safe and prior-sanctioned uses
  • Use in food-contact materials

FDA later reopened the BHT comment period through August 31, 2026 after stakeholders requested more time to compile information.

The review follows an important regulatory principle: authorization is not the end of scientific oversight. Consumption patterns, manufacturing uses, analytical methods, and toxicology data can change. A post-market review lets an agency compare older decisions with current evidence.

Does Review Mean BHT Is Unsafe?

No. FDA explicitly says that placing a chemical on its review list does not mean the agency has determined it is unsafe or that it poses a risk to consumers.

At this stage, accurate wording matters:

  • Established: FDA is conducting a post-market assessment of BHT.
  • Not established: FDA has banned BHT in food.
  • Not established: The reassessment has concluded that current dietary exposure is harmful.

Until FDA publishes its assessment and any resulting action, claims about the outcome are speculation.

What Have Other Safety Reviews Found?

Safety assessments often establish an acceptable daily intake, or ADI. An ADI estimates an amount that can be consumed daily over a lifetime without appreciable health risk, incorporating safety factors. It is not a line at which one exposure suddenly becomes toxic.

In a 2012 re-evaluation, the European Food Safety Authority derived an ADI of 0.25 milligrams per kilogram of body weight per day. EFSA concluded that average and high-percentile adult exposure estimates were unlikely to exceed that level. For children, mean exposure was also unlikely to exceed it, while high-percentile estimates exceeded the ADI in some countries included in the assessment.

The Joint FAO/WHO Expert Committee on Food Additives lists an ADI of 0–0.3 milligrams per kilogram of body weight per day for BHT.

These values are useful context, but they do not pre-empt FDA's current work. The agencies may examine different datasets, uses, exposure patterns, and policy frameworks. The EFSA opinion is also from 2012, which is one reason updated review can be valuable.

Understanding the Debate Around BHT

Online discussions often collapse several different questions into one:

  1. Can high doses cause effects in laboratory animals?
  2. How do those doses compare with actual human dietary exposure?
  3. Which endpoints should regulators use to set a health-protective limit?
  4. Are some population groups exposed more than others?
  5. Has use declined or shifted among food categories?

A hazard identified at a high experimental dose does not, by itself, describe the risk from a permitted dietary exposure. Risk assessment also considers dose, duration, absorption, uncertainty, and real-world consumption.

The opposite shortcut is unhelpful too: a long history of use does not mean evidence should never be revisited. FDA's new process is intended to reassess older authorizations when new safety or exposure information becomes available.

How to Make an Informed Choice

You can take a measured approach without waiting for headlines to settle the issue.

Read the Exact Ingredient List

Do not assume all cereal, gum, or frozen food contains BHT. Compare products in the same category; many have different formulations.

Consider Your Overall Pattern

BHT is more likely to appear in some shelf-stable, highly processed foods. Choosing a varied diet with more minimally processed foods may reduce exposure to several additives at once while improving nutritional variety.

Avoid Fear-Based Substitutions

Removing one antioxidant may require a different antioxidant, shorter shelf life, altered packaging, or another formulation change. “BHT-free” does not automatically make a product healthier overall. Compare the complete ingredient list and nutrition information.

Distinguish Preference From Medical Necessity

It is reasonable to prefer products without BHT while the evidence is reviewed. That preference is different from claiming everyone must avoid trace amounts or that BHT causes a specific disease in people.

Recheck Official Updates

FDA maintains a public list of chemicals under review. Look for the completed scientific assessment or a formal regulatory action rather than treating the opening of a review as its conclusion.

BHT, BHA, and E-Numbers

BHT is E321, while BHA is E320. Both are antioxidants used to slow oxidation, but their safety evidence and regulatory reviews should not be treated as interchangeable.
